My dog wears a harness when I walk him. We recently moved to a big city where there are some vicious dogs. When I walk him near these houses he pulls me very strongly. I just noticed he has 2 purplish bruises on his chest. One is flat. The other is a bump that feels spongy to the touch. That one is right under the cross section of the harness where both parts meet. So I am guessing that is where the harness hits him the most. I would like to know what these are and how to cure him?

I wouldn't want 2 guess what your dogs bruises are from, but, it sure sounds like it is coming from the leash.    As far as walking your dog, you might want to consider a dog stroller for some of the walks.  We did this, it is one of the best investments ever made.  
Our dog is now safe from being attacked.

Sounds as if it is a blood blister or hematoma. My dog had one in her ear and it was VERY painful for her. Either readjust the harness so it does not touch those places or just don't use it for awhile. You may have to bring your pooch to the vet to have it lanced and then probably stitched depending upon the size of the incision. Take care.
