My golden retriever has injured his paw. A layer of skin on the pad of his foot was injured and he does not want to get up?

Have you tried cleaning and wrapping it?? There is wonderful new tape out there that sicks to it'self, can find at drugstore, it's stretchable and all. You can clean, treat then wrap then put nylon or sock then tape at top...maybe if there's a little padding he will walk on it.. You will have to keep an eye on it that he doesn't chew it off, they will often do this, you will need to check it often and keep it clean.

He will get up when he needs too...He is resting his foot so it can heal.
