Dogs drag their bottoms or scoot when their anal_glands are full.  These glands sit at 4 and 8 o'clock around the anus and excrete a smelly liquid when dogs defecate.  They can become full and impacted.  When this happens they need to be manually expressed.  Have your veterinarian express your dog's glands.  They can also show you how to express these glands at home.
