I have 2 dogs, one at times is extremely intimidating towards the other one which turns into a fight, what technique could i use to stop the fight?

My boyfriends dog has bitten 2 people. He is very aggressive towards me or any strangers. Everyday he growls at me when I walk past him and he shows his teeth. My bf does not discipline him and will not put the effort or money for training. The dog does not listen or obey him. My bf yells at him to lay down at least 30 times a night before he actually lays down. He won't get rid of him or put him to sleep but I think he should. Help?
