My dog is acting like she might be starting to have seizures, she randomly starts starring and starts to shake she chases herself around like she can see something.. We have taken her to the vet but they said she needs to go to a specialist I don't have that kind of money what can I do please help :(?

My tiny Pomeranian became lethargic, acted like he had a balance problem, drinks a lot but won't feed himself, now better, can still chase a rabbit, but "wobbly" when standing in one spot, won't lift his leg to pee, just dribbles it out?
